All Canadian provinces and territories run their own immigration programs in coordination with the federal government. Provinces send invitation to potential immigrants that expressed intent to live in the chosen provinces. This nomination certificate gets 600 points in the Express Entry System managed by the IRCC. Each province has its own categories of nominations.
